I've seen action during the day, but it's mostly through the afternoon and evening. Guys usually park their cars either around the bridge or on it, you should be fine parking on the gravel road near The house too.
The backside of the house is usually fairly private due to tree coverage, but the majority of the time guys are all waiting inside the old abandoned house. Just mind the floor, it can be rickety in places.
As far as action goes, it wavers but Theres usually a few guys there.
